Found it
(adapted from-www.sgfreakylinks.com/the-oily-man-)The Orang Minyak, translated into English as the Oily Man, are well known in our region for stealing, pilfering and raping women. Although they are more notoriously known for their raping and stealing antics, there are also reports of small boys who have been castrated by an Orang Minyak, which by doing so will add on to his power and knowledge. Yes, you’ve read that right. There have been such cases that have been reported before in Malaysia.

When Grandmother in a history of tea uses the oily man to symbolise Uncle Raja. She also emphasises on the characteristic of him being "black and slippery in the night".The fact that she thinks of him in such a manner already proves her dislike for him,but the fact that she specifies on the "black in the night"portion elaborates on the fact that it was out of racism that she dislikes him;just because his skin colour is black.
The mention of being black and slippery in the night even gives a sense of insecurity and sly which starts to give a bad impression of Uncle Raja;further proving her dislike towards him.
As in accordance to what mr Chia said....
Racism has become a common matter in most of the stories in island voices;in Lee,it is evident that Lee is a chinese girl but as she becomes more modernised, she starts to despise her own race and favours the Caucasians.Meanwhile,in A history of tea,Beverly, who is a eurasian, tends towards the asian culture of tea.It is extremely ironic that the modernised society tends only towards what it is not;instead even envying the other culture.
Such a point is further proven when Tien Yee's classmates exclaim questionably that a chinese girlfriend was not good enough for him(and that was why he got an eurasian one). This action proves that Tien Yee's classmates have the mindset that Beverly(a regular eurasian girl in their eyes)is of greater "value"compared to a chinese girl;which is ironically of their own race.
From the actions of modern Singaporeans,it is evident that they too favour the European culture over their own,and at the same time,Austrailians have come to our school itself for the cultural experience.
It is apparent that one factor of the wanting for a change instead of their native heritage. Most modern Singaporeans claim that they would rather most to an European country because of certain advantages;such as escaping GST,the expensive utility bills and the cramped atmosphere. And also to experience the "peacefull" lifestyle seen to be experienced by others in the movies.
And there are people from other countries who want to come to our country for the financial security, political security,or simply for other factors that they may find favourable but absent from their own country.
Therefore,it can be seen that a powerfull factor is lack of experience;one may have experienced the many cons to living in his/her native country-(and the whole time not being able to notice their local pros because they then take it for granted)-and they have noticed ALL the pros of another country-(but the travelling agency of that country has conveniently "FORGOTTEN" to mention the cons of that country)-so that the country appears to be flawless in the eyes of the beholder.
